Welfare allocations

The problem with giving welfare for unemployment or for children of the unemployed etc. is ensuring that it is spent on the things intended and in appropriate levels. Ideas such as food coupons have been mooted and tried in some places, but are there better solutions? What's to be done to ensure that the needy get exactly what they deserve?
