Stopping graffiti - is the writing on the wall?
Graffiti is sometimes considered an expression of art, but more often it is an act of rage, boredom, peer pressure or rebellious behaviour against authority. In any case, how can we deal with it and make this unsightly and expensive act of meaningless vandalism lose its appeal? Better education? Harsher penalties? More activities for young people? What can we do to make the often naive perpetrators realise that the cost to society hurts them also?
