OPEC is collusionist

We, the voters of this topic, petition the United Nations to take immediate action in accordance with the view below that best represents the majority expectations for the following topic:- *** OPEC controls the amount of barrels per day of oil being extracted, but in installing artificial limits, it is deliberately impacting on oil prices, most commonly upwards. It smacks of conflict of interest. What purpose does OPEC have in the global market? Should the countries that have the oil be seperate from the ones that set the limits? Should the UN take control, or should OPEC be banned altogether? Would there be any negatives if there was no 'controling' body?
